Terms of Service

Last updated: August 28, 2026

These terms are the agreement between you and World Jewry Yehudim Yidden Council Corporation (“we,” “us”) when you ask us to help with a SNAP application or recertification. They are written in plain language on purpose. If you do not agree, do not use the service — you can always apply on your own through ACCESS HRA at no charge.

1. Who we are — and who we are not

We are a private, independent business in New York City. We are not a government agency and we are not affiliated with HRA, SNAP, USDA, ACCESS HRA, or any government body. We do not issue EBT cards, set benefit amounts, or decide cases.

2. What we do

For a single case cycle we help you:

  • Understand which documents HRA commonly needs for your household
  • Help you prepare and submit a SNAP application or recertification through ACCESS HRA
  • Prepare for interview scheduling and the interview itself
  • Follow the case until HRA issues a decision on that cycle
  • Receive a recertification reminder for the case we handled

A “case cycle” means one application (or one recertification) through HRA’s decision on that filing. A later recertification or a new application after a denial or closing is a new cycle unless we agree otherwise in writing (including WhatsApp).

3. What we do not do

  • We do not guarantee approval, a benefit amount, or a timeline. HRA decides those.
  • We do not give legal advice or represent you in a fair hearing unless we separately agree to that in writing.
  • We do not pretend to be HRA or use government seals or official titles.
  • We cannot force HRA to move faster or to accept incomplete documents.

4. The fee

The fee is $150 per case cycle, paid to us — never to HRA. SNAP has no government application fee. We will confirm how and when to pay when you message us. The fee covers the work listed above for that cycle. It is for our time and help, not a payment for benefits.

If you stop before the application is submitted, we may reduce or refund part of the fee depending on how much work was already done. If the application has already been submitted and HRA later denies the case, the fee is still earned — denial is HRA’s decision, not a failure to do the paperwork work you hired us for. If we never start the work, you do not owe the fee.

5. Your responsibilities

You agree to:

  • Give information that is true and complete to the best of your knowledge
  • Send the documents we request, or tell us you do not have them
  • Keep HRA interview appointments and respond to HRA notices
  • Tell us if your address, phone, income, or household changes while we are working the case
  • Pay the agreed fee for the cycle we are handling

If something you send is false, HRA can deny or close a case and you — not us — are responsible for that. We will not knowingly submit information we believe is false.

6. No approval guarantee

Eligibility and approval are decided solely by the NYC Human Resources Administration (HRA). We cannot promise that you will be approved, that benefits will start by a certain date, or that a recertification will be accepted. We can promise to help you prepare a complete application with the documents you provide.

7. Messages and WhatsApp

We usually work over WhatsApp. Those messages travel through Meta’s systems. Do not send more personal data than the application needs. Our Privacy Policy explains what we keep and how to ask for deletion.

8. Service area and languages

We serve New York City (Manhattan, Brooklyn, Queens, the Bronx, and Staten Island). We communicate in English, Hebrew, and Yiddish. If a case is outside NYC, we may decline it.

9. Limits of liability

We are responsible for doing the assistance work with reasonable care. We are not responsible for HRA delays, HRA mistakes, lost government mail, WhatsApp outages, or a denial based on HRA’s rules or on information you provided. Our total responsibility for a case is limited to the fee you paid us for that cycle.

10. Ending the service

Either of us can stop the work by saying so in WhatsApp or email. You can always continue with HRA on your own. If we stop because we cannot reach you or documents never arrive, we will say so and close our file.
